Is this just a radio or does it have walkie talkie functions as well?

It is just a RADIO for Weather - and some other Emergency Alerts, like Amber, Local, Terror, etc. I own two...one in my bedroom and one downstairs in my office next to the kitchen. They GET YOUR attention, when it is important! Otherwise, they are silently scanning the channel waiting for an Alert! SAVED US year and a half ago! Tornado came through East/SouthEast Nashville, TOTALLY unexpected, and like 2 football fields from my HOME! I live in a row of townhomes. These radios SAVED US and a few neighbors! As soon as it alerted..I grabbed nearest one...ran to multiple neighbors...to inform them to TAKE COVER NOW. One neighbor did not have a smartphone, nor cable TV...she is a little "free living and unencumbered by technology". I left the Radio I had in my hand with her, so she would get immediate info as things developed. I returned home, my family had gathered downstairs, in the bathroom located in the center part of the home....no exterior walls, no windows...and we hunkered down.
It took part of our rook, some items from the attic, blew out two downstairs windows from tree debris, and neighbors suffered similar.The lady with no smartphone or TV, she spends her days in a downstairs "indoor greenhouse" of flowers and plants, RIGHT NEXT TO the kitchen and dinette windows! BOTH OF WHICH were blown in by flying debris. Also note, it TRASHED her indoor "greenhouse" - with flying glass and window parts!
Had she been in there....it would not have been a good day for her! She still does not own a TV or smartphone. BUT...she asked me THAT DAY to order her THREE of these online for her!! One for her bedroom/upstairs....the other for downstairs/hangout area...and the third for when she's in her car or camping!! THIS technology she embraces! So do I ( as well as a smartphone, TVs, tablets, computers, smartwatch, blah blah blah, lol)
Not sure your needs, but if not this Midland NOAA Weather Radio...and instead need a Walkie Talkie....find one WITH a NOAA Radio Receiver in it!! WELL WORTH THE EXTRA $5-8 you will spend!! Some tell em...oh, my phone gives me notifications like that does! Hey, my Samsung Note does as well. But I KNOW something they do not....CELLULAR is typically the FIRST COMMUNICATION to fail/shut down/be interrupted/etc when a storm approaches, is HERE, etc! Radio towers and repeaters, are FAR MORE DURABLE and can WITHSTAND most tornados....plus the numerous ones in EVERY AREA of the USA ensures YOU GET RADIO COVERAGE even in Natural Disasters! That is WHY they tell you to TURN INTO YOUR LOCAL RADIO STATION, and not....open your smartphone...watch TV. Radio communication is most reliable!
