The underwater light attracts the bugs which result in an attraction of the fish. The fish are not attracted to the light, they are merely drawn to it because their food is attracted to it. A useful tip to try to see which light works better is drop two in the water and compare which one gets more bugs and fish drawn to it and use that one moving forward.
